||About the Author|KEN S. COATES is Canada Research Chair in Regional Innovation at the Johnson-Shoyama Graduate School of Public Policy at the University of Saskatchewan. Formerly, he was Dean, Faculty of Arts at the University of Waterloo. He lives in Saskatoon.
